Julie Carrera and colleagues found hundreds of contract manufacturing companies capable of producing dual use chemicals and biological agents. Almost all companies are located in countries where they are subject to strategic trade controls. The authors call for raising awareness among management and employees of these companies of the biosecurity risks, and for strengthening compliance with current legislation.
